This guide will show you how to fix connectivity issue even when it's offline.
There are many reasons as to why you cannot connect to your server although it appears online.
However the main reason would be that its not making a connection to the Steam Servers.
You need to go on to this link: http://steamcommunity.com/dev/managegameservers
Once you have clicked on the link make sure that you are signed in and you follow the instructions that are on that page.
Once you have done that, copy the token that has been given to you and go on to the Game Panel and find "Configuration Files" Click on it and go on Server.cfg
When your are on the Server.cfg add this line:
sv_setsteamaccount "Token" (Add the token that you received on that page in the speech marks)
Once you have done this, restart your server and your server should be online and you should be able to connect to it.
