The following guide will inform and show you how to declare admins
Login to the Game Control panel
View the service by clicking Game Services on the left hand side.
Click on the Configuration Files icon.
Click [ Text Editor ] on the autoexe.cfg file.
For each admin you'd like to add, use addadmin <steam64id> on each line.
If your Steam 64 bit ID was 123456789 and you had a friend who you wish to add as an admin as well with ID 987654321, your autoexec.cfg file would look like:
addadmin 123456789
addadmin 987654321
addadmin 987654321
